Libye, le plan de la conquête

«L’année 2016 s’annonce très compliquée au niveau international, avec des tensions diffuses y compris chez nous. L’Italie est là et fera sa part, avec le professionnalisme de ses femmes et de ses hommes et avec l’engagement des alliés » : ainsi Matteo Renzi a-t-il communiqué aux inscrits du Pd la prochaine guerre à laquelle participera l’Italie, celle contre la Libye, cinq ans après la première.
Le plan est en acte : des forces spéciales Sas -rapporte le Daily Mirror- sont déjà en Libye pour préparer l’arrivée d’environ 1000 soldats britanniques. L’opération -«dans un accord Etats-Unis, Grande-Bretagne, France et Italie »- impliquera 6000 soldats et marine étasuniens et européens avec l’objectif de « bloquer environ 5000 extrémistes islamistes, qui se sont emparés d’une douzaine des plus grands champs pétrolifères et, depuis le repère Isis de Syrte, se préparent à avancer jusqu’à la raffinerie de Marsa el Brega, la plus grande d’Afrique du Nord ». La gestion du champ de bataille, sur lequel les forces Sas sont en train d’instruire des « commandants militaires libyens » non mieux identifiés, prévoit l’emploi de « troupes, chars d’assaut, avions et navires de guerre ». Pour bombarder en Libye la Grande-Bretagne envoie des avions supplémentaires à Chypre, où sont déjà basés 10 Tornado et 6 Typhoon pour les attaques en Syrie et Irak, tandis qu’un contre-torpilleur se dirige vers la Libye. Sont aussi déjà en Libye -confirme Difesa Online - certains groupes de Navy Seal étasuniens.
L’ensemble de l’opération sera formellement « sous conduite italienne ». En ce sens que l’Italie endossera la charge la plus lourde et coûteuse, en mettant à disposition des bases et des forces pour la nouvelle guerre en Libye. Ce qui ne lui donnera pas le commandement effectif de l’opération. Qui sera en réalité exercé par les Etats-Unis à travers leur propre chaîne de commandement et celle de l’Otan, toujours sous commandement étasunien.
Un rôle clé sera tenu par le U.S. Africa Command, le Commandement Afrique des Etats-Unis : celui-ci vient à peine d’annoncer, le 8 janvier, le « plan quinquennal » d’une campagne militaire pour « affronter les menaces croissantes provenant du continent africain ». Parmi ses principaux objectifs, « concentrer les efforts sur l’Etat failli de Libye, contenant l’instabilité dans le pays ». Ce fut le Commandement Afrique des Etats-Unis, en 2011, qui dirigea la première phase de la guerre, ensuite dirigée par l’Otan toujours sous commandement étasunien, qui avec des forces infiltrées et 10mille attaques aériennes démolit la Libye en la transformant en un «Etat failli ».
A présent le Commandement Afrique est prêt à intervenir de niveau pour « contenir l’instabilité dans le pays », et l’est aussi l’Otan qui, a déclaré son secrétaire général Stoltenberg, «est prête à intervenir en Libye ». Et de nouveau l’Italie sera la principale base de lancement de l’opération. Deux des commandements subordonnés de l’U.S. Africa Command se trouvent en Italie : à Vicence celui du U.S. Army Africa (Armée USA pour l’Afrique), à Naples celui des U.S. Naval Forces Africa (Forces navales USA pour l’Afrique). Ce denier est aux ordres d’un amiral étasunien, qui est aussi à la tête des Forces navales USA en Europe, du Jfc Naples (Commandement Otan avec quartier général à Lago Patria) et, tous les deux ans, de la Force de riposte Otan.
L’amiral est lui-même aux ordres du Commandant suprême allié en Europe, un général étasunien nommé par le Président, qui est en même temps à la tête du Commandement européen des Etats-Unis.
C’est dans ce cadre que se déroulera la « conduite italienne » de la nouvelle guerre en Libye, dont le but réel est l’occupation des zones côtières économiquement et stratégiquement les plus importantes. Guerre qui, comme en 2011, sera présentée comme « opération de maintien de la paix et humanitaire ».
