Sistemazioni abitativa per i rom. Un'occasione di riqualificazione urbanistica

Dopo la realizzazione del censimento delle popolazioni rom a Napoli e Provincia nei mesi giugno-ottobre 2008 ad opera del Commissariato di governo Prefetto Alessandro Pansa in ottemperanza all’Ordinanza del Presidente del Consiglio dei Ministri 30 maggio 2008 n. 3678, entra in fase di attuazione anche la sistemazione abitativa delle famiglie rom censite con la realizzazione di tre nuovi centri di accoglienza e di un villaggio attrezzato con due isole a Scampia ad opera del comune di Napoli ed il monitoraggio del Commissariato di governo, in seguito allo sblocco dei fondi nazionali e regionali ammontanti a 24 milioni di euro (Corriere del Mezzogiorno, 6 agosto 2009, p. 9).
Si deve osservare in primo luogo che paradossalmente proprio un governo che della sicurezza ha fatto una bandiera stabilendo il reato di clandestinità, pragmaticamente abbia affrontato la questione rom per definirne l’ampiezza e provvedere ad una sistemazione più vivibile sul territorio dei gruppi rom censiti. Resta da verificare fino a che punto i progetti che saranno attuati nell’area napoletana rappresentino un effettivo superamento della ghettizzazione ed esclusione rappresentati dalla vergogna dei “campi nomadi” tollerati per troppi anni nell’ indifferenza delle istituzioni, della cittadinanza ed in parte delle stesse chiese locali. Al di là dell’accelerazione impressa dal Commissariato di governo alla realizzazione dei compiti affidati, e di un quasi inesistente dibattito in materia forse per non fomentare ostilità diffuse della popolazione, si deve lamentare una totale esclusione da parte dell’assessorato alla politiche sociali del Comune di Napoli nella formulazione di progetti di sistemazione abitativa delle associazioni e gruppi operanti a favore del riconoscimento dei diritti delle popolazioni rom nonostante contributi progettuali presentati che non hanno avuto riscontro.
In secondo luogo, al di là di reazione allarmate di alcuni per una presunta ulteriore ghettizzazione dall’area Nord di Napoli, ci sembra che più vivibili sistemazioni abitative delle popolazioni rom rappresentino per tutti un guadagno di civiltà ed umanità nel “villaggio globale” si fa per dire e nel contempo una valorizzazione delle aree interessate se non saranno abbandonate a loro stesse come il precedente villaggio di accoglienza alle spalle del carcere di Secondigliano realizzato nell’anno 2000. E sarà facilitato l’interscambio che già esiste con il resto del quartiere con la scolarizzazione dei ragazzi, l’integrazione culturale e la provvista dei beni necessari alla sopravvivenza.
Ben vengano interventi che mirano a diminuire la distanza sociale tra i gruppi con idonee progettazioni di riqualificazione urbanistica, come “Linee guida e progettualità integrata per il superamento dei campi rom a Scampia, e la riqualifica dell’area indicata all’art. 132 norme di attuazione DPGR 323/04 Variante P.R.G. e zone limitrofe”, presentato da mesi alle autorità interessate dall’Associazione di promozione sociale “Chi rom e…chi no” Onlus ed altri gruppi che operano per il miglioramento complessivo di un area abitata anche da gruppi rom. Tali linee guida prevedono che l’area in questione, come da piano regolatore, sia destinata al vantaggio del quartiere e dell’intera città e dotata di servizi e strutture necessarie per la crescita ed il miglioramento delle condizioni di vita di tutte le persone, in primo luogo di quelle che vivono nel quartiere, realizzando la convivenza di italiani e rom.
Riteniamo che questa è la direzione che deve presiedere alla riqualificazione complessiva di un area a partire dalla realizzazione del villaggio per le famiglie rom che vivono e convivono su questo territorio da un lustro e forse più. E’ un’occasione di riqualificazione urbanistica che non va perduta.
