Internazionalismo e globalizzazione. Caduta del Muro di Berlino o avvento di Internet?

A margine del bellissimo messaggio di saluto dell'antropologo Enzo Segre, vorremmo fare alcune considerazioni, veramente tangenziali rispetto allo stesso testo, come invito a riflettere sull'importanza delle nuove tecnologie nella diffusione dei saperi e delle pratiche oggi.
Sussiste, infatti, l'impressione che ci sia un gran bisogno di sottolineare tale importanza e che la presa di coscienza che ne potrebbe derivare abbia la forza di orientare in senso pratico e più realista le nostre riflessioni. Proprio stamani, alla Summer School, è intervenuta, sebbene su un altro tema, la psicologa Afef Hagi, tunisina, che pure si è dedicata a queste tematiche, sia in prima persona che promuovendo, prima dell'estate, il convegno significativamente intitolato La rivoluzione tunisina. Quando la cittadinanza muore e rinasce in rete.


Internazionalismo e globalizzazione. Caduta del Muro di Berlino o avvento di Internet?

Dopo la caduta del Muro di Berlino si è avuta l'impressione di un crollo del dualismo e della contrapposizione internazionale, proprio mentre iniziava a farsi largo l'idea che la globalizzazione da lì a poco avrebbe lasciato filtrare e promosso il movimento di flussi internazionali di capitali, tecnologie, forza lavoro sia manuale che intellettuale, comunicazioni, il tutto in un nuovo scenario di interazione allargata e per così dire internazionalizzata.

Non sappiamo quanto questa internazionalizzazione sia realmente imputabile alla caduta del Muro di Berlino. Quello che sappiamo è che il Muro, eretto all'inizio degli anni Sessanta, rifletteva, simbolizzandola, la chiusura e la contrapposizione ideologica, e che la sua caduta, al contrario, lasciava presagire un'epoca di apertura, di contatto e, in generale, di comunicazione. A ben vedere, forse, più che un presagio era una speranza. Il periodo che va dall'inizio degli anni Sessanta alla fine degli anni Ottanta è però storicamente noto anche per la nascita della cosiddetta rete delle reti. Ci riferiamo, infatti, al sistema che la difesa USA aveva iniziato a mettere a punto per fare in modo, in caso di attacco nucleare, di salvaguardare il passaggio di informazioni da una parte all'altra del paese. Era così nata Arpanet, un progetto che è successivamente passato dalla difesa della sicurezza nazionale alle università, e che, infine approdato al CNR di Ginevra, ha qui trovato, praticamente a un tempo, la realizzazione di internet e del (world wide) web.

A questo punto sorge spontanea una domanda: l'internazionalizzazione, in atto oggi più che mai, e che sta cambiando la faccia del pianeta, è ascrivibile alla caduta del Muro di Berlino o piuttosto alla nascita del web? Tutto sommato, non è difficile intuire la propensione per una risposta affermativa alla seconda domanda. In realtà, trattandosi di comunicazione, e dunque di cultura, ovvero dell'oggetto della stessa comunicazione internazionalizzata e globalizzata, non pare davvero esserci dubbio.

Ma ci potrebbe essere un altro argomento. La caduta del Muro di Berlino più che come declino di un'ideologia si presta essa stessa a farsi questione ideologica. L'oggetto di un tale discorso sono “più idee che cose” o, com'è stato detto: falsa coscienza. Insomma, il rischio, e forse qualcosa di più di un mero rischio, è quello di parlare di niente. Detto questo, bisogna comunque osservare che certamente l'ideologia serve intenti demagogici, alimenta la produzione di slogan, i quali concorrono al darsi di un mercato delle idee il cui scopo è orientare le coscienze, formare le opinioni e le convinzioni dei più.

Tuttavia, mentre si continua ad assistere al frastuono della messa in scena, per citare un caso eclatante, della crisi economica, silenziosamente, una foresta cresce, una rivoluzione – garbata ma neanche troppo silenziosa – si va compiendo. Le nuove pratiche dei cittadini della rete modificano e modellano coscienze e abitudini. C'è un nuovo mercato, che è fatto della materia stessa della voce di chi vi prende parte, e questo mercato non è quello del capitalismo – liberista o statalista che dir si voglia. In questo nuovo mercato, in queste conversazioni non c'è traccia della caduta del Muro di Berlino e a nessuno verrebbe in mente di collegare l'internazionalizzazione dei processi comunicativi – e dunque degli scambi che hanno luogo in quella che non per niente si ritiene essere la società dell'informazione – con la fine delle ideologie contrapposte. E tuttavia, vorremmo dire “misteriosamente”, enigmaticamente, drammaticamente, si insiste a non riconoscere il peso di quella che è, con tutta probabilità, la più grande rivoluzione culturale che l'umanità abbia conosciuto, tipologicamente paragonabile a quelle del passaggio alla scrittura o all'invenzione della stampa, ma quantitativamente più grande, anzi dalle dimensioni decisamente imparagonabili, visto che in neanche due decenni ha concretamente coinvolto circa la metà degli abitanti del pianeta.
